PE SwimFit Aware plugs protect but allow for situational awareness with an attenuation level of only 5dB. The special filter is designed to keep the water out but let sound in. The plugs are made of soft high-quality and antibacterial medical grade silicone material, which is light enough to float on water.

In my opinion for surfers etc these are the best earplugs you can get. I cannot have any water in my ears, nor do I want ear plugs that insert too far pushing and compacting wax down the ear canal. These plugs twist into your ear to seal and sort-of lock in place.
